If you are applying for a U.S. immigrant visa, the U.S. Department of State asks for police certificates from other countries you have lived in, not from the United States. Some of those countries let you request a certificate from abroad by mailing fingerprints taken in the U.S. The Visa Reciprocity and Civil Documents by Country pages list each country’s process.

Canada is a good example of a country with its own format.
